With close to 30 years of experience managing quality services for development projects in the health field and with technical expertise in program design, strategic planning and quality control, as well as administration and finance, Milka has managed budgets of up to 20 million dollars a year and has supervised multinational programs with payrolls of up to 224 people.
He has 16 years of experience working directly on global programs funded by the US Government, including grants, cooperative agreements, and has led the design of HIV/AIDS initiatives under PEPFAR. She has worked as a donor with CIDA and as an implementing partner for USAID, DFID, NORAD, BMGF, and private foundations working for CARE, Pathfinder International, International Relief and Development (IRD), and Humentum. She currently works for the Reproductive Health Supplies Coalition (RHSC). She has been the Global Director of the ESD Project (USAID's flagship FP project) under Pathfinder International.
Facilitator on the subject of USAID Rules and Regulations for INSIDENGO, HUMENTUM, VRS CONSULT, for more than 8 years.
She is an engineer, with a master's degree in business administration, Project DPro certified.
A native of Spain, she is fluent in English, French, Spanish and Bulgarian.
